Section 4(b)(2) Report Supporting Designating Critical Habitat

This report contains NMFS Northeast Region’s analysis pursuant to Section 4(b)(2) of the Endangered Species Act (ESA), which supports the proposed designation of critical habitat for the Gulf of Maine Distinct Population Segment (GOM DPS) of Atlantic salmon (Salmo salar). In this analysis, we describe the benefits of designating any particular area as critical habitat based upon the biological value of the area to the GOM DPS. We also describe the economic, national security,
and other relevant impacts of designating any particular area as critical habitat. We then balance the benefits of designation against the impacts of designation and, as a result of this balancing, propose to exclude from the designation a number of particular areas for which we determined that the benefits of exclusion (i.e., the economic, national security, and other relevant impacts that would result if the area were designated) outweighed the benefits of designation. For these areas, we also determined that exclusion would not result in extinction of the GOM DPS.

The USFWS Maine Fishery Resources Office monitored ice out on the Narraguagus River near Cherryfield, Maine from March 31 to April 28, 2015. Photos were taken every 5 minutes from 6AM to 7PM. File is quite large at 80 mb for 4 locations- from Ice Control Dam to Veterans Park in Cherryfield.
